Black and white photograph of the U.S. Custom House located at 200 East Bay Street. Franklin set his camera up in the middle of East Bay to capture the entire building. Sams' offices were located in the U.S. Custom House where he served as the acting assistant surgeon for the United States Public Health Service. Printed from a glass plate negative held in the Museum's collection.
