Completed in 1808 for merchant Nathaniel Russell, it was designed by an unknown architect in the Federal-style. Constructed with delicate and elaborate details, this three-story town home features oval-shaped rooms, palladian windows, fanlights and a free-flying staircase. Francis J. and Mary Roscoe Randolph Pelzer purchased the house sometime after 1906 and lived there until his death in 1939 and her death in 1952.
