Sepia photograph of an empty Meeting Street covered in heavy snow. The Edward Barnwell House (47 Meeting) can be seen to the left complete with the double-tiered piazza before it was altered in the mid-20th century. The First (Scots) Presbyterian Church (53 Meeting) is also visible in the background. Handwriting on reverse reads, "Meeting Street February, 1899 7? & Snow."

The "Great Blizzard of 1899" or the "Great Arctic Outbreak of 1899" brought a mixture of snow and sleet to Charleston on February 11 - 12, with reported temperatures of 7?F and four inches of snow.
